The Canada Revenue Agency (CRA) requires the provision of parts and labour (technical support, programming, installation, service, and maintenance) on an “as and when requested” basis for its Integrated Security System (ISS) at CRA locations across Canada. The CRA is considering the conversion of up to 51 sites currently using a combination of Digital Security Controls (DSC) Intrusion Detection Systems and Kantech Access Control systems to a unified Kantech Intrusion/Access Control platform. The site counts identified below represent the CRA’s current intended conversion plans for planning and estimation purposes only and do not constitute a commitment to convert any specific number of sites. The CRA requires the goods and servicesreferenced above in the following regions: 1. National Capital Region (NCR) – up to 11 sites identified for potential conversion; 2. Ontario – up to 13 sites identified for potential conversion; 3. Quebec – up to 1 site identified for potential conversion; 4. Atlantic – up to 4 sites identified for potential conversion; and 5. Western – up to 22 sites identified for potential conversion. Bidders may submit a bid for one (1) or more Regions identified in this RFP. Only one (1) bid submission is required, regardless of the number of Regions for which the Bidder is submitting a bid. The Bidder's submission must clearly identify each Region for which it is proposing to provide the required goods and services. For each Region bid, the Bidder must provide all information required by this RFP, including any Region-specific technical information, resource information, and pricing, in the format prescribed in the bid solicitation documents. Requirement, project experience, certification, corporate qualification, or other bid components that are not Region-specific need only be submitted once and will be evaluated for all Regions included in the Bidder's submission.Bids for Multiple Regions: Requirements identified as Region-specific will be evaluated only for the applicable Region. Requirements that are not Region-specific will be evaluated once and will apply to all Regions included in the Bidder's submission. The CRA will evaluate each Region independently. Where a Bidder fails to meet a Region-specific requirement, the CRA may declare the bid non-responsive for that Region only. For greater certainty, a determination that a bid is non-responsive for one (1) Region will not, in itself, render the Bidder's submission non-responsive for any other Region for which a bid as been submitted, provided all applicable requirements for those Regions are met. The CRA intends to award up to five (5) contracts to fulfill this requirement. A Bidder may be awarded a contract for one (1) Region, multiple Regions, or all five (5) Regions. The period of the resulting contract(s) will be for three (3) firm years. The contract(s) will include four (4) irrevocable one-year options to extend the period of the contract(s). The contract(s) will also include provisions allowing the CRA to add, remove or modify products and sites. A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive. For each Region, the responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. Each Region will be evaluated separately. Where the same Bidder is ranked first for multiple Regions, the CRA will award a single contract covering the Regions for which that Bidder is the highest-ranked responsive bidder. The Bid Compliance and Remedy Process (BCRP) defined in Part 4.2 will apply. Proposal documents and supporting information must be submitted in either English or French.
