Public summary

Public Safety Canada appears to be seeking task-based IT security professional services for systems, applications, cloud services, networks and technology initiatives in the National Capital Region and Ottawa, Ontario. Work may include security assessments, authorization support, security architecture, testing, remediation validation and incident-readiness activities. The contractor would be responsible for managing qualified personnel, methods and deliverables, including potentially handling multiple concurrent task authorizations while maintaining required quality, independence, schedules and security standards. This opportunity is restricted. Only selected holders of a Tier 1 Task-Based Informatics Professional Services (TBIPS) Supply Arrangement for the National Capital Region under the EN578-170432 series are invited to bid. An uninvited eligible SA holder may request an invitation from the Contracting Authority up to five business days before closing, but Canada is not required to extend the closing date. This means the opportunity potentially matches only businesses with the relevant TBIPS arrangement and invitation status; other businesses may not be able to submit directly. The tender is listed as open and has a stated closing time of November 23, 2026, at 2:00 p.m. The official tender document should be reviewed for mandatory qualifications, security clearances, resource requirements, task-authority procedures, evaluation criteria, contract terms and any amendments. Public Safety Canada requires task-based IT professional services to complete defined security assessment, authorization, architecture, testing, remediation-validation and incident-readiness packages for identified departmental systems, applications, cloud services, networks and technology initiatives. The Contractor will manage its personnel and methods of work and will remain responsible for producing complete and accepted deliverables. PS will identify systems, owners, security requirements and decision authorities; provide authorized access and available evidence; make risk decisions; and accept or reject deliverables. Contractor personnel will not be directed as employees of Canada. The Contractor must be capable of mobilizing and managing sufficient qualified resources to perform multiple concurrent Task Authorizations, where authorized by PS, without compromising agreed schedules, deliverable quality, required independence or security requirements. Only selected TBIPS SA Holders currently holding a TBIPS SA for Tier 1 in the National Capital Region under the EN578-170432 series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a bid solicitation amendment.
