Title: Canadian Macroeconomic Data 1. Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Office of the Superintendent of Financial Institutions Canada (OSFI) has a requirement for a subscription to access curated Canadian macroeconomic data covering national, provincial, and regional economies, and Canadian Real Estate Association (CREA) data, delivered via an application program interface (API). The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Haver Analytics. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: • Ability to Provide comprehensive Canadian macroeconomic and financial data covering, at a minimum, national accounts, employment and labour market statistics, inflation and interest rates, monetary and credit aggregates, government finance statistics, business and consumer activity indicators, population and demographic statistics, other major economic indicators required for economic forecasting and financial stability assessment. Data shall include lengthy historical time series (50+ years where data exists) and ongoing updates from official Canadian statistical agencies, central banks and other recognized sources. • Provide regional and sub-national economic data covering Canadian provinces, territories and major metropolitan covering, at a minimum, employment and labour market statistics, population and migration data, housing and construction indicators, income and consumption measures, prices and inflation indicators where available, regional economic activity and business indicators, and other regional economic indicators required for regional economic analysis and forecasting. Data shall include lengthy historical time series (50+ years where data exists) and ongoing updates from official Canadian statistical agencies, central banks and other recognized sources. • Provide Canadian residential real estate market information, including home sales activity, prices and price indices, housing inventory and listings, market supply and demand indicators, and other housing market indicators relevant to real estate analysis and financial system monitoring. Data shall include lengthy historical time series (50+ years where data exists) and be provided at varying levels including national, provincial and metropolitan areas. • Provide access to a software platform and/or web-based interface for searching, extracting, visualizing, transforming, and downloading data while maintaining data export functionality compatible with common analytical applications • Provide enterprise-wide license available for all OSFI users • Provide Documentation, training materials and user guides, as well as offer technical support, maintenance services, product updates and software enhancements (as applicable) • Provide programmatic access to subscribed datasets through a modern application programming interface (API) that supports automated retrieval of time-series data, metadata access and search functionality, bulk data extraction capabilities, standard authentication and security protocols, integration with statistical analytical and forecasting software, and machine-readable output formats such as JSON, CML, CSV or equivalent. 4. Justification for the Pre-Selected Supplier Haver Analytics maintains exclusive ownership of curated macroeconomic and financial data products, including its user interface and analytical tools, proprietary data structures, series identifiers, concordance tables, historical vintages, and delivery formats. These elements are unique to Haver and are not reproduced or licensed through third party distributors. 6. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 7. Ownership of Intellectual Property Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 8. Period of the proposed contract or delivery date The proposed contract is for a period of one (1) year, with three (3) options to extend the contract for up to a period of one (1) year. 9. Cost estimate of the proposed contract The estimated value of the contract, including the option periods, is $46,559 USD 10. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 12. Closing date for a submission of a statement of capabilities The closing date and time for acceptance of Statements of Capabilities is October 8, 2026 at 2:00 pm (EDT). 13.
