Public summary

This appears to be a major defence construction and renewable-energy project for Defence Construction Canada in Atlantic Canada: installation of a 300 kW solar photovoltaic system and related microgrid infrastructure at 14 Wing Greenwood, Nova Scotia. The work is expected to include battery energy storage, diesel generators, an electrical building, grid controller, DC combiners, inverters, AC combiner equipment, transformers, labour, materials, supervision and equipment. The estimated project value is approximately $15.8 million. Substantial Completion is required within 567 calendar days after contract award, with final completion required within an additional 28 calendar days. No site visit is scheduled. A valid Designated Organization Screening (DOS) issued through PSPC’s Contract Security Program is required throughout contract performance. Security details are identified in Amendment No. 1, so bidders should review that amendment carefully. Questions must be sent only to the official point of contact listed in the tender notice. The opportunity is open and is being conducted under CFTA, CETA and WTO-GPA requirements. Bidding documents are available through MERX, where fees may apply. The stated closing time is October 27, 2026 at 1:00 p.m. The tender data lists the location as Bedford, Nova Scotia and the province code as “NO,” while the title and description identify 14 Wing Greenwood. This apparent inconsistency should be checked against the official tender documents. The scale, technical scope and security requirements suggest this may be most relevant to an experienced prime contractor or a consortium with demonstrated capabilities in utility-scale solar, battery storage, electrical construction, controls and defence-related security requirements. A business may potentially participate as a subcontractor or supplier, but this cannot be determined from the listing alone. Before deciding whether to bid, verify the complete official notice and all amendments on MERX, including mandatory requirements, bonding and insurance, security screening, technical specifications, submission instructions and any eligibility conditions.
