BACKGROUND INFORMATION Canada is seeking offers from Offerors to provide refrigeration and HVAC maintenance and repair services to the Pacific Biological Station (PBS) of the Department of Fisheries and Oceans Canada (DFO) located in Nanaimo B.C. Canada intends to issue up to two (2) Standing Offers. Compliant offers will be ranked in ascending order according to their total evaluated price. The compliant offer with the lowest evaluated price will be ranked first, and the compliant offer with the second-lowest evaluated price will be ranked second. Canada may issue fewer than two Standing Offers if fewer than two compliant offers are received. SCOPE OF WORK The Contractor must provide all labour, materials, tools, equipment, supervision, and travel necessary to deliver refrigeration and HVAC maintenance and repair services on an as-and-when-requested basis by means of a Call-up against the Standing Offer at the Pacific Biological Station (PBS), Nanaimo, British Columbia, for the Department of Fisheries and Oceans Canada (DFO). All work must be performed in accordance with the applicable federal and provincial codes, regulations, and standards listed under the References section of this standing offer. Where discrepancies exist between codes, the most stringent requirement applies. A. Services Services required under this standing offer include,but are not limited to: a. Assembling pipe sections, tubing, and fittings using couplings, clamps, screws, bolts, cement, plastic solvent, caulking, soldering, brazing, and welding equipment; b. Filling pipes or HVAC fixtures with water or air and observing pressure gauges to detect and locate leaks; c. Servicing glycol heating and cooling loops; d. Servicing and installing boilers (steam and condensing) and associated equipment; e. Servicing rooftop units, heat pumps, and hydronic heating systems; f. Servicing heat exchangers; g. Reviewing blueprints, building codes, and specifications to determine work details and procedures; h. Preparing written cost estimates for labour and materials prior to commencing work (see Section 7 — Scheduling); i. Studying building plans and inspecting structures to assess material and equipment needs, establish pipe installation sequences, and plan installations around obstructions such as electrical wiring; j. Maintaining records of all assignments and producing detailed work reports; k. Performing calculations and planning for complex or large-scale jobs; l. Locating and marking positions of pipe installations, connections, passage holes, and fixtures using precision measuring instruments including rulers and laser levels; m. Measuring, cutting, threading, and bending pipe to required angles using hand and power tools, including pipe cutters, pipe-threading machines, and pipe-bending machines; n. Installing pipe assemblies, fittings, and valves for all HVAC equipment; o. Cutting openings in structures to accommodate pipes and pipe fittings using hand and power tools; p. Hanging steel supports from ceiling joists (concrete, steel, or wood) to hold pipes in place; q. Repairing and maintaining HVAC equipment, including replacing defective components, mending or replacing broken pipes, and clearing clogged drains; r. Directing workers engaged in pipe cutting, preassembly, and installation of plumbing systems and components; and s. Supplying and installing stainless steel, ABS, and PVC piping, valves, and associated fixtures for HVAC equipment. B. Equipment Equipment covered under this standing offer includes, but is not limited to: •Distribution piping systems: PVC, ABS, steel, stainless steel, copper, cast iron, PEX, and flexible steel-braided; • Water and glycol circulation pumps; • Sump pumps; •Valves: ball, gate, butterfly, globe, pinch, disc check, and equivalent types; • Safety valves associated with the ammonia refrigeration system; • Glycol heating loop equipment; •Boilers: steam and condensing; • Rooftop units, heat pumps, and hydronic heating systems; • Air compressors; • Air dryers; and • Heat exchangers. CALL-UP PROCEDURES – RIGHT OF FIRST REFUSAL 1. Call-up by Authorized Representative. The Identified User’s authorized representative places a Call-up under the Standing Offer for goods, services, or both included in, and at the prices and in accordance with the terms and conditions specified in, the Standing Offer. 2. Multiple Standing Offers. Call-ups will be issued using a right of first refusal basis: The call-up procedures require that when a requirement is identified, the Identified User will contact the highest-ranked offeror to determine if the requirement can be satisfied by that offeror. If the highest-ranked offeror is able to meet the requirement, a call-up is made against its standing offer. If that offeror is unable to meet the requirement, the identified user will contact the next ranked offeror. The identified user will continue and proceed as above until one offeror indicates that it can meet the requirement of the call-up. In other words, call-ups are made based on the “right of first refusal” basis. When the highest-ranked offeror is unable to fulfill the need, the identified user is required to document its file appropriately. The resulting call-ups are considered competitive and the competitive call-up authorities can be used. LOCATION OF WORK Pacific Biological Station, Nanaimo, British Columbia. Services will be provided at a multi-building research campus comprising laboratories, office buildings, aquaculture facilities, refrigeration systems, and associated infrastructure. STANDING OFFER PERIOD The period for issuing Call-ups and providing services against the Standing Offer is from Standing Offer issuance to the date that is five (5) years thereafter (the “Expiry Date”), inclusive. TRAVEL AND LIVING EXPENSES Canada will not pay any travel or living expenses associated with performing the Work. SECURITY REQUIREMENTS There are no security requirements associated with this solicitation of offers or the Standing Offer; however, security requirements may be applicable at the time of issuance of Call-ups. Trade Agreements This procurement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the World Trade Organization Agreement on Government Procurement (WTO-GPA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canada-United Kingdom Trade Continuity Agreement (CUKTCA), and other applicable trade agreements.
