Advance Contract Award Notice Definition of ACAN An Advance Contract Award Notice (ACAN) is a public notice informing suppliers that Canada intends to award a contract for goods, services or construction to a pre-identified supplier, and invites other suppliers to express their interest by submitting a statement of capabilities. If no other supplier submits a statement of capabilities demonstrating how they meet the set requirements in the ACAN by the closing date stated in the ACAN, the buyer may then proceed with the award to the pre-identified supplier. Purpose of the ACAN The purpose of this Advance Contract Award Notice (ACAN) is to signal the Royal Canadian Mounted Police’s intention to award a contract for Specialized Vehicle Upfitting Services to Battleshield Industries Limited, as the Royal Canadian Mounted Police (RCMP) believes this is the only supplier capable of providing all of the services within the National Capital Region, as set out in this Notice. Requirement description The Royal Canadian Mounted Police, Communication Security (COMSEC) has a requirement for Specialized Upfitting services for a vehicle, that will enable the RCMP to rapidly deploy a fully equipped mobile COMSEC Suite capable of processing high volumes of information efficiently.The work will involve the following tasks: 1. Planning, Design and Fabrication a. Create a layout plan (digital or sketch) for furniture, equipment, and wiring based on defined workspace needs including but not limited to desk space, storage, power, internet, seating, lighting, heating and cooling. b. Measure interior dimensions of the van. c. Check weight limits and payload capacity. d. Fabrication of a workable space for 2 to 3 users in the rear of the van, separate from the driving compartment of the vehicle 2. Electrical and Power Setup a. Install insulation and vapor barrier. b. Add wiring for outlets, lights, and devices. c.Install power system: d. Shore power connection e. Add LED lighting (ceiling, task, ambient). f. Mount Power outlets 3. Interior Build a. Install Flooring b. Build and install custom built in furniture c. Add seating solutions for workstations d. Add monitor and desktop mounts, including any necessary hardware for computer mounting e. Add wall panels f. Create compartment for network gear including but not limited to network switches, routers and cabling g. Custom cable run from workstations to network compartment 4. Mechanical and Safety a. Install heating and cooling b. Add climate control c. Include fire suppression system d. Installation of HVAC system CONSTRAINTS • All services must be executed at the Contractor’s secure facility. • The contractor must be located within the National Capital Region. Evaluation criteria for assessment of statement of capabilities (minimum essential requirements) Any interested supplier must demonstrate in their statement of capabilities that it meets the following requirements: • Maintains in-house engineering, design, fabrication, welding, electrical, and occupational health and safety capabilities at its facility, enabling performance of all phases of the vehicle fit-up project from design and fabrication through installation, testing, and final delivery. • Has successfully completed at least one (1) project within the last five (5) years involving the design and outfitting of a mobile vehicle, mobile command vehicle, specialty service vehicle, mobile workspace. • Possesses the capability to design and configure mobile operational workspaces, including the creation of scale layout plans that identify furniture location, storage, seating, electrical components and workstations. • Possesses the capability of installing vehicle insulation and vapor barrier systems suitable for year-round operation in -30 Degree Celsius conditions • Possesses the capability to design and install an integrated electrical distribution system, including wiring for outlets, lighting, and workspace equipment including but not limited to desk space, storage, power, internet, seating, lighting. • Demonstrates experience performing all the following services: integrating multiple vehicle systems, including electrical, HVAC, interior workspace, and safety systems into a single mobile operational platform. • Demonstrates experience delivering completed mobile operational or command vehicles for law enforcement, public safety, emergency management, military, or other government organizations. • Must be located no more than 50 Kilometres from the National Capital Region Trade agreement applicability This procurement is subject to the following trade agreement(s): Canadian Free Trade Agreement (CFTA) Canada-Chile Free Trade Agreement (CCFTA) Canada-Colombia Free Trade Agreement Canada-Honduras Free Trade Agreement Canada-Panama Free Trade Agreement Canada-Peru Free Trade Agreement (CPFTA) Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Justification for pre-identified supplier Battleshield Industries Limited has been identified as the proposed supplier because it possesses the specialized technical capabilities, secure facilities, and resources required to complete the conversion of a vehicle into a fully functional Mobile Operational Space (MOS) supporting RCMP COMSEC operations. The goal of this procurement is to increase operational readiness, reduce deployment times and reduce mobilisation costs for COMSEC’s mobile information processing. The project requires the in-house design, fabrication, integration, testing, and delivery of a customized mobile workspace incorporating electrical distribution, climate control, safety systems, custom furnishings, equipment mounting solutions, and vehicle-specific modifications. The work requires expertise across multiple disciplines and the ability to integrate these systems into a single operational platform. Battleshield Industries Limited maintains in-house engineering, design, fabrication, welding, electrical, and health and safety capabilities, enabling the company to complete all phases of the project from design through final delivery and testing. The company also possesses the specialized equipment and expertise required to manufacture custom components and modifications tailored to the vehicle and operational requirements. Battleshield has demonstrated experience designing and manufacturing specialized operational vehicles and mobile workspace solutions for Canadian law enforcement organizations, including projects involving complex vehicle integrations and customized operational environments. Market research conducted by the RCMP did not identify another supplier within the National Capital Region possessing the same combination of in-house vehicle integration, engineering, fabrication, electrical, and testing capabilities required to perform the full scope of work as a single-source solution. Due to the operational nature of the fitted vehicle, the RCMP requires the ability to obtain maintenance, repairs, warranty work, inspections, adjustments, and other post-installation support within a short timeframe to ensure continued operational readiness. A location within the prescribed distance from RCMP National Headquarters allows the vehicle to be transported to and from the Contractor's facility efficiently, minimizing vehicle downtime and the impact on operational availability. Exclusions and /or Limited tendering reasons The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work. Limited Tendering procedures as tracked under internal CAP Code 71 (iii), due to an absence of competition for technical reasons. This process is compliant withthe following trade agreement provisions: CFTA Article 513(1)(b)(iii), CPTPP Article 15.10(1)(b)(iii), Canada-Chile FTA Article kbis-09(1)(b), Canada-Columbia FTA Article 1409 (1)(b)(iii), Canada-Honduras FTA Article 17.11(2)(iii), Canada-Panama FTA Article 16.10(1)(b)(iii), Canada-Peru FTA Article 1409(1)(b)(iii). Intellectual property ownership Ownership of any Foreground Intellectual Property arising from the proposed contract will vest in the Contractor. Contract period and delivery dates The proposed contract is for a period of 6 Months, from October 15, 2026, to March 31, 2027. Cost estimate of the proposed contract The estimated value of the contract, including option(s), is $150,000.00 to $350,000.00 (applicable taxes extra).
