APN - Facilities Maintenance and Support Services Northern CanadaDefence Construction Canada - National Capital Region - Ottawa, Ontario
This appears to be an Advance Procurement Notice from Defence Construction Canada (DCC), on behalf of the Department of National Defence, for facilities maintenance and support services at approximately 100 buildings and related infrastructure in Northern Canada. It is not currently a bid solicitation or request for proposals, and there is no guarantee that the anticipated contracts will proceed.
Potential work may include:
- Building, HVAC, electrical, plumbing, elevator, fire-safety, generator, security and access-control maintenance
- Janitorial, landscaping, pest control, snow and ice control, waste and hazardous-waste services
- Environmental services, utility billing support and facilities-management coordination
- Help desk, emergency response, maintenance-program management and additional work requested through an AWR process
Locations mentioned include Churchill, Manitoba; Inuvik and Yellowknife, Northwest Territories; Whitehorse, Yukon; and several Nunavut locations, including Iqaluit, Resolute Bay, Eureka, Rankin Inlet and Nanisivik Naval Facility.
Thenotice anticipates two possible contracts: one covering Manitoba, the Northwest Territories and Yukon, with an estimated potential value of approximately $240 million, and another covering Nunavut, with an estimated potential value of approximately $225 million. Each may run for an initial five years, with two possible three-year extensions, for up to 11 years total. These values, contract structures and timelines are estimates only.
The anticipated solicitation period is winter 2026–2027, with service commencement anticipated in winter 2028, subject to government approval. The notice currently shows a closing date of November 30, 2026, at 2:00 p.m.; this appears to relate to the advance notice and should not be treated as the final proposal deadline.
Security is a major consideration. The anticipated requirement is a Secret-level Facility Security Clearance (FSC). Businesses that may wish to pursue a future solicitation and do not already hold the required clearance are encouraged by DCC to begin the Industrial Security Program sponsorship process. Clearance sponsorship does not guarantee that clearance will be granted or that a contract will be issued.
The notice also indicates that DND intends to create potential subcontracting, employment and training opportunities for Indigenous communities and businesses. Interested companies should review the official notice and any later solicitation documents carefully, confirm the applicable security, technical, insurance, capacity and geographic requirements, and verify all dates, values and procedures before taking action or submitting a bid.
