The training program will focus on cybercrime and online offending, specifically tailored to offender management, risk assessment, intervention planning, and community supervision. Topics to be covered will include,but are not limited to: a. Online crime, including child sexual abuse material (CSAM); b. Online sexual exploitation; c. Online luring; d. Activities on the Dark Web; e. Digital investigations; and f. Emerging online risks relevant to offender supervision. The training program will consist of one (1) day of asynchronous online learning followed by two (2) days of instructor-led virtual training. Training will be delivered through ten (10) separate sessions, in both English and French, to groups of more than 200 participants per session. 1.1 Objectives The objective of the training is to increase parole officers' awareness and understanding of the digital environment, including cybercrime, the dark web, luring, and child sexual abuse material (CSAM) (distribution and possession) – offences that are increasingly being facilitated by online platforms. The training is intended to increase participants' capacity to recognize and assess emerging risks associated with digital technologies, adapt strategies for managing and supervising offenders in the community, and support the achievement of public safety objectives. 1.2 Tasks The contractor must: 1. Develop one (1) day (6.5 hours) of asynchronous learning content that will include pre-recorded instructional videos and learning assessments; 2. Develop (2) two days (6.5 hours each day) of virtual instructor-led training with a limited number of interactive activities; 3. Offer up to ten (10) two-day virtual training sessions (8 in English and 2 in French) in the participants' time zone, as determined by the Project Authority; 4. Adapt training content to the correctional context and Parole Officers' responsibilities, including offender management, risk assessment, community supervision and intervention planning; 5. Respond to CSC requests within two business days and maintain close communication with the project authority 1.3 Expected results The expected results are as follows: 1. Enhanced knowledge of cybercrime and online offending a. CSC parole officers will acquire up-to-date knowledge on cybercrime, online offending behaviour (including child sexual abuse material), online sexual exploitation, digital investigations, dark web activity, and emerging technological risks relevant to offender management. 2. Improved Capacity to Assess Offender Risk a. Parole officers will be better equipped to identify, assess and manage cyber security risk factors when conducting offender assessments, developing case management plans and supervising offenders in the community. 3. Increased awareness of emerging criminal trends a. Parole officers will gain an understanding of current and emerging trends in cybercrime and technology-facilitated delinquency that can impact public safety and correctional operations. 4. Application of cybercrime knowledge to community supervision a. Parole officers will be able to apply what they have learned to practical offender management situations, including the identification of online risk indicators, supervision considerations, intervention strategies and collaboration with specialized law enforcement agencies. 5. National Delivery of Standardized Learning a. CSC will obtain a nationally consistent training program that can be delivered to approximately 2,000 parole officers in multiple cohorts using instructor-led asynchronous and virtual learning formats. 1.4 Performance standards The Contractor mustmeet the following performance standards: 1. Quality of training material The contractor must: a. Develop training materials that are accurate, current, evidence-based, and relevant to CSC’s operational environment. b. Ensure all materials are designed for adult learners. c. Provide all materials in formats acceptable to the Project Authority. 2. Delivery The contractor must: a. Meet all project milestones and delivery schedules. b. Deliver all draft and final deliverables in accordance with the project schedule. c. Promptly notify CSC of any risks that may affect timelines or deliverables. 3. Project Management & Communication The contractor must: a. Effectively coordinate planning and delivery activities b. Asynchronous Learning Component The Contractor must design and develop approximately one (1) day (6.5 hours) of asynchronous learning content on cybercrime and online offences for CSC Parole Officers,including: a. Pre-recorded instructional video modules; b. Formative quizzes and knowledge assessments; 2. Virtual instructor-led training program The Contractor must design and develop a two (2) day (6.5 hours each day) instructor-led virtual training program on topics related to the following: a. Cybercrime; b. Online crime (including child sexual abuse material); c. Online sexual exploitation; d. Digital investigations; e. Emerging risks related to technology; f. Offender risk assessment; g. Community supervision considerations; and h. Intervention strategies relevant to CSC activities. 3. Training material The Contractor must produce all training material required to deliver the training,including: a. Presentation material from the instructor; b. Instructor's notes; 4. Virtual Training Delivery The contractor must provide: a. Ten (10) virtual training sessions. Two sessions will be offered in French and eight in English; b. Each session consists of two (2) days (6.5 hours each day) of instructor-led learning and is tailored to participants' time zone; c. Delivered to cohorts of approximately 200 participants; d. Delivered through CSC-approved virtual learning platforms. e. Offer all scheduled virtual training sessions by March 31, 2027. 1.5.2 Use of paper a. Should printed material be required, double-sided printing in black and white format is the default unless otherwise specified by the project authority. b. The Contractor shall ensure printed material is on paper with a minimum recycled content of or certified as originating from a sustainably managed forest. c. The Contractor shall recycle unneeded printed documents (in accordance with Security Requirements). 1.6 Constraints 1.6.1 Location of work a. The Contractor must perform the work virtually. b. Travel II. No travel is anticipated for performance of the work under this contract. 1.6.2 Language of Work The Contractor shall perform all work in English and in French. 1.6.3 Security requirements There are no security requirements in this contract. 2. Statement of Capabilities Assessment Criteria (Minimum Essential Requirements) Any interested supplier must demonstrate, by way of a statement of capabilities,that it meets the following requirements: 1. The supplier must have a minimum of ten (10) years of experience acquired within the twenty (20) years preceding the closing date of this ACAN in one or more of the following areas: a. Cybercrime; b. Online offences (including child sexual abuse material (CSAM)); c. Online sexual exploitation; d. Digital investigations; or e. Other areas closely related to criminal justice and public safety. 2. The supplier must have a minimum of five (5) years of experience acquired during the ten (10) years preceding the closing date of this ACAN in the design and development of training programs for adult learners,including: a. Asynchronous learning content; b. Instructor-led virtual training c. Learning Evaluations; d. Supporting teaching materials. 3. The supplier must have at least one bilingual instructor capable of delivering the training in both English and French. 4. The supplier must have a minimum of five (5) years of experience acquired during the ten (10) years preceding the closing date of this ACAN in the delivery of training to professionals working in one or more of the following sectors: a. Criminal justice; b. Public Safety; c. Law Enforcement d. Correctional Services; or e. Other related sectors. 5. The supplier must have a minimum of seven (7) years of experience acquired during the twenty (20) years preceding the closing date of this ACAN in the practical application of knowledge related to cybercrime or online crime in one or moreof the following operational environments: a. criminal investigations; b. intelligence analysis; c. public safety; d. correctional services; e. community supervision. 6. The supplier must have a minimum of three (3) years of experience acquired within the five (5) years preceding the closing date of this ACAN in the management, coordination, or delivery of training initiatives involving multiple cohorts or large-scale virtual learning activities, demonstrating the ability to plan, manage, and deliver national training initiatives in accordance with established schedules and requirements 7. The supplier must have completed a minimum of three (3) projects in the ten (10) years preceding the closing date of this ACAN demonstrating experience in developing and delivering cybercrime training for offender management, including online crime, child sexual abuse material (CSAM) and online sexual exploitation. 8. The supplier must have recognized expertise in cybercrime through one (1)or more of the following: a. Published research; b. Academic teaching experience; c. Professional presentations; d. Applied research projects; e. Investigative or intelligence experience; f. Professional contributions relevant to cybercrime. 9. The proposed lead instructor must possess a graduate degree from a recognized university in criminology, criminal justice, cybercrime, public safety, psychology, sociology, law, computer science, information security, or another closely related discipline; or an equivalent combination of education, specialized professional training, and relevant experience related to cybercrime and online offences. The degree must have been earned from a recognized Canadian university or an equivalent institution recognized by a Canadian credential’s evaluation organization. 3. Applicability of the trade agreement(s) to the procurement This procurement is not subject to any trade agreement. 4.
