NRCan appears to be seeking an open licence for existing, high-density, leaf-off lidar data collected in fall 2024 or later. The data would cover approximately 6,150 km² across Calgary, Edmonton, Winnipeg and Halifax, with at least 90% coverage of each city’s municipal boundaries. The supplier would also need to process and analyse the data and deliver it in specified formats and coordinate systems, including LAS 1.4 compressed as LAZ, with ground classification, intensity values, and defined accuracy, density and coverage standards. This is an Advance Contract Award Notice (ACAN), not a standard open bid at this stage. NRCan intends to award the contract to Airborne Imaging / Forsite of Calgary, which it identifies as the only known supplier meeting the mandatory requirements. However, another supplier may challenge the proposed award by submitting a written statement of capabilities with documentary evidence showing that it can meet all requirements, including holding the copyright and licensing rights for the relevant lidar data and offering a licence compatible with the Open Government Licence – Canada. The proposed contract would run from award until March 31, 2027, with an estimated value of $332,100 CAD before applicable taxes. The ACAN closing date is November 16, 2026, at 2:00 p.m. Ottawa time. The procurement is subject to several trade agreements, including the CFTA, WTO-AGP, CETA and CPTPP. A potentially interested business would need to review the official tender notice, identify the contracting officer and submission instructions, and provide a detailed statement of capabilities before the deadline. If NRCan finds the submission sufficient, it may start a competitive procurement process. The tender information provided does not include an official source URL, so all requirements, timing, contact details and submission procedures should be verified through the Government of Canada’s official procurement notice before taking action.

1. Advance Contract Award Notice (ACAN): An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2.Definition of the requirement: The Department of Natural Resources Canada (NRCan) requires an open license on existing high-density leaf-off lidar data from Fall 2024 covering the cities of Calgary, Edmonton, Winnipeg and Halifax, for a total area of interest (AOI) size of ~6,150 km2. The contractor must carry out additional processing and analysis tasks to prepare the data and deliver them according to the specifications below: Requirements: •Lidar data acquisition time: 2024 or more recent, and leaf-off period • Aggregate Nominal Pulse Density (ANPD): = 20 pulses/m2 • Non-Vegetated Vertical Root Mean Square Error (RMSEZ): = 10 cm • Minimum Swath Overlap: = 50 % •Horizontal Datum: NAD83(CSRS) epoch 2010 (v8) •Vertical Datum: CGVD 2013 •Geoid Model: CGG2013 •Map Projection: The delivered lidar tiles must be clipped and projected according to their corresponding Universal transverse Mercator (UTM) zone •Pulse Returns: Multiple •Minimal Classification: 1 – Processed but unclassified and 2 – Ground •Intensity Value: Required •Data Forma: LAS 1.4 R-15 compressed in LAZ.
