NRCan is seeking an open licence for existing, high-density leaf-off lidar data collected in fall 2024, covering approximately 6,150 km² across Calgary, Edmonton, Winnipeg and Halifax. The supplier would also process and analyse the data and deliver it in specified Canadian coordinate systems and LAZ format. This is an Advance Contract Award Notice (ACAN), not a standard open tender. NRCan intends to award the contract to Airborne Imaging / Forsite because it considers that supplier the only known source meeting the mandatory requirements. However, other suppliers may challenge that conclusion by submitting a written statement of capabilities by November 16, 2026, at 2:00 p.m. The notice indicates that a competitive procurement could be triggered if another supplier provides sufficient documentary evidence of compliance. Key mandatory requirements appear to include: - The supplier must own the copyright and manage the rights for the relevant lidar data and be able to grant the required licensing rights. - The proposed open licence must be compatible with the Open Government Licence – Canada. - The data must meet the stated technical specifications, including fall 2024 leaf-off collection, at least 20 pulses/m², 10 cm vertical accuracy, 50% minimum swath overlap, required datums and geoid model, multiple returns, intensity values, and LAS 1.4 R-15 compressed in LAZ format. - The data must cover at least 90% of the municipal boundaries of each of the four targeted cities. The proposed contract would run from award until March 31, 2027. The estimated value is $332,100 CAD before applicable taxes. The listed pre-identified supplier is Airborne Imaging / Forsite of Calgary, Alberta. This opportunity appears most relevant to a company that already owns or controls qualifying lidar datasets for all four areas and can document the technical specifications, coverage, copyright ownership and licensing authority. A company offering only lidar processing services, without the required data rights and coverage, may not meet the stated minimum requirements. The provided notice is incomplete and does not include the official source URL or the full submission contact details. Before taking action, obtain and review the complete official ACAN, confirm the submission method and exact deadline, and verify every technical, coverage, licensing and documentary requirement. Submitting a statement of capabilities does not guarantee that a contract will be awarded.

1. Advance Contract Award Notice (ACAN): An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2.Definition of the requirement: The Department of Natural Resources Canada (NRCan) requires an open license on existing high-density leaf-off lidar data from Fall 2024 covering the cities of Calgary, Edmonton, Winnipeg and Halifax, for a total area of interest (AOI) size of ~6,150 km2. The contractor must carry out additional processing and analysis tasks to prepare the data and deliver them according to the specifications below: Requirements: •Lidar data acquisition time: Fall 2024 (leaf-off) • Aggregate Nominal Pulse Density (ANPD): = 20 pulses/m2 • Non-Vegetated Vertical Root Mean Square Error (RMSEZ): = 10 cm • Minimum Swath Overlap: = 50 % •Horizontal Datum: NAD83(CSRS) epoch 2010 (v8) •Vertical Datum: CGVD 2013 •Geoid Model: CGG2013 •Map Projection: The delivered lidar tiles must be clipped and projected according to their corresponding Universal transverse Mercator (UTM) zone •Pulse Returns: Multiple •Minimal Classification: 1 – Processed but unclassified and 2 – Ground •Intensity Value: Required •Data Forma: LAS 1.4 R-15 compressed in LAZ.
